It's a simple three-step process

  1. Ruth Marcus of the Washington Post makes stuff up and expects people to believe it because she's saying it.
  2. Tracy Miller Quinn provides a service formerly performed by editors, way back when newspapers could still afford them: fact-checking.
  3. We all point and laugh at Ruth Marcus.

Try it with one of the brainiacs at your least-favorite paper. It's fun! And it'll give them something to whine about in their next column. So everybody wins.
